Here are the characters of disaster in Chinese, and it is about destroy of the house, either by fire, or through flood, or from both.

So, to answer the question from the professor, I Ching is the book about astrology in ancient China, and it's a very difficult to read and comprehend.

Now:
Traditional Chinese: 災 -- the shapes are about water and fire
Simplified Chinese: 灾 -- the shapes represent fire and house.

Most of the natural disaster in China as far as I understand, it's directly supported by the military directly, with a very high efficiency.
